If a particular tree is not known to sprout from stumps, allow it to degrade naturally. Or "seed" it with fungi, water well, and cover with wood chips. If the area does not have dangerous chemicals in the surrounding soil, seed with edible fungi.If the particular tree does sprout from stumps, cover the stump with opaque material for a year. Herbicides have their own environmentally detrimental characteristics. Have community gatherings to teach people advantages of using fungi, and see if individual neighborhoods want to "adopt" some stumps. Contact someone like Paul Stamets. Who are mycologists in your community that would be willing to help?
