Construction Update: Railroad Crossing Replacements along Fulton Street

PROJECT NAME: Railroad Crossing Replacements along Fulton Street

PROJECT LOCATION: Railroad Crossings along Fulton Street (NYS Rt 13 Southbound), at West Buffalo Street (NYS RT 89/96), West Seneca Street (NYS Rt 79 Westbound), and West State/MLK Jr. Street (NYS Rt 79 Eastbound).

PROJECT START DATE:

Buffalo Street RR X’ing: Monday, June 1st – Friday, June 5th 

Seneca Street RR X’ing: Monday, June 8th – Friday, June 12th 

State/MLK JR. Street RR X’ing: Monday, June 15th – Friday, June 19th 

PROJECT DESCRIPTION: A contractor working for the Ithaca Central Railroad will be replacing the railroad crossings at these locations. The railroad is taking advantage of a scheduled closure of a major customer in June. Each crossing is expected to take two to three days, but extra days are being schedule for work zone traffic control set-up/take down and contingencies. Each crossing will be a full closure of the roadway at the crossing, including the sidewalks. The tracks will be fully removed at the crossing and then reconstructed. The work is being permitted by the New York State Department of Transportation in coordination with the City of Ithaca.

LOCAL IMPACTS: Each week, the roadway at one of the railroad crossings will be fully closed to vehicular traffic. A detour will be posted. Sidewalks will also be fully closed at the crossings and pedestrian detours will be posted. NOTE: The Hector Street Complete Streets project will continue to have Hector Street (Rt 79) closed to through traffic. The Hector Street detour will continue to be in/out of the City on Rt 96; the routing of this detour will not be modified, but the two detours will overlap in places. People driving, bicycling, or walking in the area should expect delays, follow the posted detours or find alternate routes.

DETOURS IN PLACE:

Buffalo Street Detour: Westbound traffic will proceed one block to the south, turn west onto Seneca Street, turn north on Taughannock Boulevard and end detour at Buffalo Street. Eastbound traffic will turn south at Taughannock Blvd, proceed two blocks to the south and turn east onto West State/ MLK Jr. Street and end detour.

Seneca Street Detour: Westbound traffic will proceed one block to the south, turn west onto State/MLK Jr. Street, turn north on Taughannock Boulevard and end detour at Seneca Street. This is a one-way street, so there is no eastbound traffic. Access will be provided to the driveways between Fulton St. & Taughannock Blvd. by a flagger stationed at the intersection of Seneca & Taughannock Blvd.

West State/MLK Jr. Street Detour: Westbound traffic will need to use Seneca Street (one block to the north), turn south on Taughannock Boulevard and end detour at West State/MLK Jr. Street. Please note that, due to the one-way street pattern, this requires an earlier turn for southbound traffic on Fulton Street (turn on Seneca instead of State St), and a later turn for northbound traffic on Meadow Street (onto Seneca St instead of State St). Similarly, westbound traffic coming from downtown on West State Street should turn north on Meadow St and west on Seneca Street. The detour for eastbound traffic will turn north at Taughannock Blvd, proceed two blocks to the north, turn east onto West Buffalo Street, turn south onto Fulton Street (Rt 13 SB) and end detour.

PARKING RESTRICTIONS: There is no parking in this area.

SCHEDULED COMPLETION DATE: June 19, 2020
